The problem still seems to be ignorance or the misguided belief that if you just put up and shut up things get better. They never do, it just teaches your harassers that it was ok to make you a target of harassment. People in these environments should be required to undergo an hour long training session on harassment from an outside company not affiliated with the specific workplace. This way when targets of harassment seek out help and support they have a real source of support they are not left out in the lurch.
